Samara University has signed the cooperation agreement with G. A. Arbatov Institute of the USA and Canada of the Russian Academy of Sciences (RAS). Valery Garbuzov, Corresponding Member of the RAS, Director of G. A. Arbatov Institute of the USA and Canada of the RAS, came to the Samara Region especially for this purpose.



The agreement provides for educational and academic exchange, internships, practical trainings, participation in conferences, preparation and publication of scientific articles.

“As for us, signing the agreement with this respected academic institute is very important, because it make it possible for us to constantly improve the level and qualifications of our students. Today, at Samara University, students of international affairs study at the undergraduate level. We plan to open the Master’s degree program and then the postgraduate school in this area. The agreement will allow sending university students to Moscow for practical training — educational, pre-graduate, industrial, to all kinds of seminars, conferences. Also, researchers of this Institute will come to Samara for conducting training sessions and reading open lectures,” accentuated Vladimir Bogatyrev, Rector of Samara University.

After signing the agreement, Valery Garbuzov, Corresponding Member of the RAS, Director of G. A. Arbatov Institute of the USA and Canada of the RAS, said that the Institute is interested in training new generation of specialists of international affairs with extensive professional knowledge. "I would like students to continue their scientific studies, work in the field of international relations, and follow in our footsteps after graduation from the university,” he said. “Universities of regional centers of Russia have organized their International Relations Faculties for 30 years. The RAS Institute of the USA and Canada has agreements on cooperation with a number of these universities. We actively develop joint scientific and educational activities, conduct consultations, lectures, online and offline classes. Our researchers have vast experience in teaching, and it is extremely important for us to impart our knowledge to younger generation.”

Together with Director of G. A. Arbatov Institute of the USA and Canada of the RAS, Dmitry Razumovsky, Director of the RAS Institute of Latin America, with who the similar agreement was signed by Samara University in April of this year, also arrived in Samara. This visit continued cooperation between Samara University and the RAS Institute of Latin America in framework of the previously signed agreement.

The Directors of the research institutes, together with teachers of Samara University, took part in the round table discussion “Russia and America in conditions of world turbulence”, organized within the conference of young scientists “World Economy and International Relations: Dialogue of Cultures and Civilizations”, which is taking place these days at the University.

Besides, Valery Garbuzov and Dmitry Razumovsky got acquainted with the activities of the E. M. Primakov Regional Center for Development of Public Diplomacy and International Relations, and gave open lectures for students of Samara University.

Dmitry Razumovsky, Director of the RAS Institute of Latin America, emphasized that the state sets at the national level the strategic goal — development of the Russian scientific and educational complex, integration of science and higher education. “Now regional universities become more and more dynamic on the Russian scientific map. The increasing number of talented students prefer to stay in the regions. Local education quality growth is facilitated by the large-scale educational programs adopted and implemented over the past 15 years, aimed at strengthening regional universities; these are the 5–100 Program and the Priority 2030,” said Director of the RAS Institute of Latin America. “The actions taken have resulted in the situation, when, upon arrival at regional universities, we sometimes meet more educated students than in the capital’s universities. This is because young people respond to quality of services provided to them by educational institutions, and to particular expectation of employment. The Samara region is rich in industry, there is the huge number of enterprises conducting foreign economic activities, or have respective ambitions, which automatically creates the demand for specialists in this field. We, for our part, as research institutes, are interested in the new blood influx. Regional universities become the source of human resources for Russian science. We, in turn, as a research center, work with decision-making centers of the country in terms of foreign policy, conduct joint expert and analytical activities with them, and will be very happy to share our valuable practical experience. This is one of our missions.”
