Samara University offers a preparatory course and a variety of Bachelor’s, Master’s and Doctoral degree programs taught in Russian and in English languages. You can find a list of the programs and detailed information on the Educational Programs webpage.

Non-Russian-speaking foreign citizens are welcome to apply for English-taught programs, or to complete a 9-month preparatory course at the Center of Preuniversity Training  and apply for Russian-taught programs. You can apply for the preparatory course throughout the calendar year by sending us your portfolio (certificates or other qualification documents, information on your personal achievements and awards).

List of required documents

- Scanned copy of your academic qualification (school leaving qualification or diploma). The document should be translated and certified by an official notary or a translation service;

- Scanned copy of a standard general medical certificate confirming that you are medically fit. The document should be translated and certified by an official notary or a translation service. The document is valid for 6 months;

- Scanned copy of a medical certificate indicating HIV test results. The document should be translated and certified by an official notary or a translation service. The document is valid for 3 months;

- Scanned copy of a medical certificate on the absence of hepatitis (B and C types) and tuberculosis. The document should be translated and certified by an official notary or a translation service. The document is valid for 12 months;

- Scanned copy of your passport that you will use when applying for your Russian visa. The document should be translated and certified by an official notary or a translation service. Your passport should be valid for at least 18 months starting from the intended date of your entry.

To get enrolled at the university, both your academic qualification and its supplements should be legalized. Legalization is a procedure of academic documents approval by the Ministry of International Affairs in the country of your graduation and by the Russian Consulate. Both organizations put a stamp on the back side of your documents or on their copies. Universities have no legal right to enroll applicants whose documents are not legalized.

Information below will help you to avoid violations of the migration legislation and accurately perform your obligations as an international student. Please remember to check the guidance and regulations before departing from your home country. You also can download this information as a pdf-brochure

II. Arrival in the Russian Federation and initial migration registration

a) Foreign citizens do not need to have a PCR-test certificate to enter Russia. Despite cancellation of PCR-tests, foreign citizens may be randomly tested for COVID-19 at the airport. Foreign citizens should fill in the Application form for those who are on flights to the Russian Federation for border crossing when arriving in Russia.

b) Upon entering Russia, you will be issued a stamped migration card by the border control. Please, make sure that your passport information and the purpose of travel (‘Education’) are indicated correctly in the migration card. Keep your migration card safe during your stay in Russia.

c) On the day of your arrival in Samara or on the next business day (if you arrive after 6 p.m.), you should submit to Department of International Protocol (DIP) the following documents for your initial migration registration:

- your passport;
- your migration card;
- your travel documents (itinerary receipts, railway tickets, boarding passes) if you travel to Samara via Moscow or other Russian city;
- a certificate of Samara University Admission Office confirming the receipt of your enrollment application (for enrollees);
- a copy of your study contract (for enrollees who will study on a contract basis);
- an official note on dormitory check-in indicating your dormitory and room number.

You should submit the documents to the Department of International Protocol in person. The DIP is situated at 32A Moskovskoe Shosse, first floor, dormitory No. 6, entrance from Lukachev Street.

According to the migration legislation of the Russian Federation, the DIP provides international students residing in the university dormitories with the migration registration. If you rent an apartment, its owner should provide you with the migration registration. Please, note that the registration should be issued and extended timely; otherwise, there will be unpleasant consequences including visa extension difficulties and administrative fines.

d) If you arrive in Samara after 6 p.m. or on a weekend and plan to stay in a hotel or a hostel prior to the university dormitory check-in, you should be provided with the registration by the hotel or the hostel. In this case, you should get your registration permit slip from the hotel or the hostel and submit it to the DIP together with the documents listed in paragraph IIc on the next business day.

III. Visa and registration

Initially, international enrollees get single-entry study visas valid for 90 days. The visa should be extended upon your arrival and enrollment at Samara University. Please, do not travel abroad until your new multiple-entry study visa is issued.

Visa and registration extension

The following documents required for a visa extension should be submitted to the DIP at least 30 business days prior to the expiration date of your visa:

- your passport;
- your migration card;
- your registration permit slip;
- a card confirming mandatory state fingerprinting and photographing (see section IV below for further information);
- one photo (3x4 cm, matte, white background, no corners or frames);
- a receipt of state fee payment (payment details are available at the DIP);
- your study contract (if you study on a contract basis) or Russian Government Scholarship certificate (if your study is funded by the Russian Government).

Making payment at a bank, please, make sure that your full name is indicated correctly in accordance with your Russian visa.

Registration extension
 
  • Registration for students from countries of visa entry to Russia is issued for the duration of visa validity.
  • Registration for students from countries of visa-free entry to Russia is issued for the whole period of study.
  • Remember that every time you leave and re-enter Russia or change residence in Samara or other Russian city you have to go through the process of registration again. Please, submit the documents listed in paragraph IIc to the DIP on the day of your arrival in Samara or on the next business day.
IV. Mandatory state procedures: medical examinations, state fingerprinting and photographing

According to the Federal Law No. 274-FZ dated July 1, 2021 On Amendments to Federal Law On the Legal Status of Foreign Citizens in the Russian Federation and Federal Law On State Fingerprint Registration in the Russian Federation, foreign citizens arriving in the Russian Federation for a period exceeding 90 calendar days should undergo the following procedures within 90 calendar days from the entry date:
  1. medical examinations (drug tests determining the presence or absence of narcotic and psychotropic drugs taken without prescription or of potentially dangerous new psychoactive substances, tests for communicable diseases of public health significance specified in the list approved by the authorized body of the Government of the Russian Federation, and human immunodeficiency virus (HIV) testing) should be done once a year;
  1. mandatory state fingerprinting and photographing should be undergone once.

Please remember that you should get a card confirming fingerprinting at least 30 business days before your visa expires. The card is a mandatory document for visa extension.

These obligations apply to all foreign citizens entering the Russian Federation except citizens of the Republic of Belarus and Russian Federation temporary residence permit and residence permit holders.

Please, note that a medical examination is a paid service. You can learn current prices, the address and the contact details of medical organizations authorized by the Samara Regional Government to conduct medication examinations at the DIP.

Non-performance of the above-mentioned procedures entails shortening of one’s temporary stay in the Russian Federation. A decision notice is sent via regular mail and handed over to a foreign student by an authorized officer of the DIP. Unless violators depart from the Russian Federation within 3 days from the decision date, they are subject to deportation.

 V. Medical insurance and hospitalization

a) According to the migration legislation of the Russian Federation, foreign citizens should have a medical insurance valid for the whole duration of their stay. Absence of a medical insurance policy or refusal to obtain it may cause student’s expulsion from the university. Please, note that you should extend your medical insurance annually.

b) Upon receiving hospital treatment, you should submit your hospital discharge summary to the DIP on the next day after hospital check-out to renew your registration at the university dormitory.

VI. Communication and informing

a)   If you have any questions concerning migration regulations or your stay in Russia, do not hesitate to contact or visit the DIP.

b)   International students should provide the DIP with current contact information (phone number and e-mail) and timely update it.

c)    International students should inform the DIP about their:

- relocation (a hostel, a hotel, a recreation center or a hospital);
- departure from Russia (on holidays, for other reasons).

d)   If an international student is out of contact (does not answer phone calls or e-mails), the DIP notifies the Migration Department of the Ministry of Internal Affairs that the contact with this foreign student is lost.

VII. Document loss (theft)

If you lost your passport, migration card or registration permit slip or your documents were stolen, you should:

1. immediately file an application on the document loss (theft) at the nearest police station and get a certificate of the document loss (theft) from the police station;
2. immediately inform the DIP in person at the address 32A Moskovskoe Shosse, by phone +7 (846) 267-49-77 or e-mail dip@ssau.ru.

Remember that late application for the certificate of document loss (theft) is a violation of the Russian legislation, in particular of Article 18.8 of the Russian Federation Code of Administrative Offences and may lead to unpleasant consequences (from being fined by the Migration Department of the Ministry of Internal Affairs to being deported from Russia).

VIII. New passport, temporary residence permit, permanent residence, Russian citizenship

1.    When you obtain a new passport, you must submit it to the DIP on the next day after its receipt in order to update your registration timely. Please, keep your travel documents (itinerary receipts, railway tickets, boarding passes) safe if you travel to the Embassy of your home country in Moscow or other Russian city and require from the Embassy a certificate indicating the actual date of receiving your new passport.

2.    When you acquire a temporary residence permit, a temporary residence permit for study, a permanent residence or a Russian citizenship, please submit a copy of the corresponding document to the DIP on the next day after its receipt.

IX. Employment opportunities for international students

International students have the right to be employed without a work permit in the following cases:
-  employment during academic holidays;
-  employment during non-study time at Samara University;
-  employment at any organization or enterprise is possible during non-study time for full-time international students of state accredited educational programs (all Bachelor’s, Master’s and Doctoral degree programs of Samara University). 

X. Visa and registration cancellation

In case of expulsion from Samara University, please be prepared to leave Russia within 7 (seven) days from the date of the enrollment termination order. 

Please remember that non-compliance with migration and registration regulations is a violation of the Russian Federation laws and Samara University bylaws, and it may lead to unpleasant consequences (from being fined by the Migration Department of the Ministry of Internal Affairs to being deported from Russia).
