Migration registration of foreign students from countries of visa entry to the Russian Federation
- Upon entering Russia, you must obtain a migration card. The migration card is issued free of charge to foreign citizens upon each entry into Russia and contains the following information:
- personal data
- purpose of entry ("Education" only)
- permitted period of stay (usually up to 90 days)
- the date of entry and the stamp of the checkpoint.
Check your personal data! If you notice an error, contact the checkpoint immediately.
- On the day of arrival in Samara or on the next business day (if you arrived after 5 p.m.), you must provide documents for initial migration registration to the International Protocol Department:
- a passport;
- a migration card;
- travel documents confirming arrival to Samara (if you arrived via other Russian cities);
- a certificate from Samara University Admissions Office on receipt of enrollment application (for foreign applicants);
- an administrative note on granting a residence at university dormitory indicating the dormitory number and room, or a signed contract for renting a residential premise in a dormitory;
- a study contract concluded with Samara University (for students on a contractual basis) or a state scholarship certificate from the Ministry of Education and Science of the Russian Federation (for students on a budgetary basis);
- receipt for the payment of state duties for migration registration (500 rubles). Payment details should be obtained from the International Protocol Department.
If you reside in a university's dormitory:
- The International Protocol Department provides migration registration for foreign students residing in university dormitories.
- Migration registration of foreign students from the countries of visa entry to Russia is issued for the duration of the current visa.
- After the extension of the study visa, it is necessary to extend the migration registration period.
- After staying in a hostel or hotel before moving into a university dormitory, you must provide the International Protocol Dept. with the registration from the hostel or hotel for migration registration at the address of the university dormitory along with the documents listed above.
If you reside in a rented apartment:
- If you plan to rent an apartment, the migration registration must be provided by the owner of the apartment.
- After each new entry into Russia, accommodation in a hotel/hostel/resort and hospital treatment, it is necessary to register again at the apartment address within 3 business days.
- Please remember that registration must be processed and renewed in a timely manner, otherwise it will lead to difficulties with visa extension, administrative fine, entry into the Register of Controlled Persons or other negative consequences.
If you reside in a hotel or a hostel:
- When staying in a hotel or a hostel, you must be registered at your place of residence. The administration of the hotel or hostel must notify the authorities of the Ministry of Internal Affairs about the arrival of the guest within 1 business day.
- Be sure to receive the original registration slip from the hotel (hostel) and submit it to the International Protocol Dept. along with the documents specified in paragraph 2 to renew migration registration at the address of the university dormitory (if you reside in a dormitory) or to an owner of the apartment, where you reside.
Important:
- Migration registration is a regularly updated document. With each new entry into Russia, moving to a new address, check-in at the hotel/hostel/resort and hospital treatment, previous registration is cancelled. You must be registered again at the address of your stay, providing documents to the International Protocol Dept. within one business day after arrival to Samara, hospital discharge, check-out from a hostel or a hotel. Foreign students renting an apartment are required to be registered by the owner of the apartment again. In each case, the foreign student pays state duties (500 rubles).
- If you do not update your registration in time, you may be fined, entered into the Register of Controlled Persons or subject to other sanctions (deportation, prohibition to enter Russia).
- If the owner of the apartment refuses or is unable to register you in due time, a new reliable owner should be found.
- The address at registration must always match your actual residence in Russia.
- The registration process is always free of charge (except for the payment of state duties). If you are asked to pay extra or decide on your own to buy registration anywhere, this is a serious violation of the law.
Migration registration of students – citizens of Abkhazia, Azerbaijan, Armenia, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, Uzbekistan, Ukraine, South Ossetia
Migration registration is carried out in several stages:
- Entry to Russia. Upon entering Russia, you must obtain a migration card. The migration card is issued free of charge to foreign citizens upon each entry into Russia and contains the following information:

- The International Protocol Department provides migration registration for foreign students residing in university dormitories. If you plan to rent an apartment, the migration registration must be provided by the owner of the apartment.
- After being registered at the address of the university dormitory (or apartment), foreign students receives a registration slip.
- The initial migration registration of foreign students from visa-free entry countries into the Russian Federation is carried out for up to 90 days.
- If, before enrolling at the university, a foreign citizen had already stayed in the territory of the Russian Federation for any purpose of entry, then the period of initial migration registration is reduced by the number of days spent in the Russian Federation earlier during the calendar year.
- The term of temporary stay in the territory of the Russian Federation during a calendar year may not exceed 90 days, unless this period is extended at the request of the university.
- Important! Foreign students must NOT leave the Russian Federation until migration registration is extended for the entire period of study at the university and the procedures described below (medical examination, fingerprinting, photographing) are carried out to avoid entering the Register of Controlled Persons.
- After the initial migration registration and within 30 calendar days from the date of entry to Russia, foreign students are required to take:
- the medical examination at their own expense at the Regional Center for Assistance to Migrants. (Address: 2, Chernogorskaya St.)
- the procedure of state fingerprinting registration and photographing at the Migration Department of the Ministry of Internal Affairs of Russia for Samara Region (Address: 13A, Kabelnaya St., Entrance 2, Office 26).

- Foreign students must complete the specified procedures and submit to the International Protocol Department no later than 30 business days before expiration date of initial migration registration:
- original and copies of 3 medical certificates
- original and a copy of the fingerprinting card
- reference for entering medical examination results into the database of the Migration Dept. of the Ministry of Internal Affairs of Russia for Samara Region
- receipt for the payment of state duties for the extension of the temporary stay (1000 rubles). Payment details must be obtained from the International Protocol Dept.
- Stamp on the migration card for extension of temporary stay. The university submits to the Migration Department of the Ministry of Internal Affairs of Russia for Samara Region a package of documents along with a petition indicating the normative period of study of a foreign student at the university. As a result, the migration card of a foreign student is stamped with an indication that the duration of temporary stay is extended for the normative period of study.
Important! This procedure is mandatory for foreign students residing both in the university dormitories and in rented apartments. Foreign students must NOT leave the Russian Federation until their migration registration is extended for the entire period of study at the university and the obligatory procedures (medical examination, fingerprinting, photographing) are carried out to avoid entering the Register of Controlled Persons. - Extension of the migration registration. For the extension of migration registration, a foreign student must submit original and copies of the following documents to the International Protocol Department:
- passport or identity document
- migration card
- medical certificates (3 items)
- fingerprint card
- receipt for the payment of state duties for migration registration (500 rubles). Payment details must be obtained from the International Protocol Department.
If you reside in a university's dormitory:
- The International Protocol Department provides migration registration for foreign students residing in the university dormitories.
- If you were staying in a hostel or hotel before moving into a university dormitory, provide the International Protocol Dept. the registration from the hostel or hotel for migration registration at the address of the university dormitory along with the documents listed above.
If you reside in a rented apartment:
- If you plan to rent an apartment, the migration registration must be provided by the owner of the apartment.
