Obligatory procedures for foreign students: medical examination, fingerprinting and photographing

In accordance with the Federal Law of 25.07.2002 No. 115‑FZ "On the legal status of foreign citizens in the Russian Federation", all foreign citizens who arrive in the Russian Federation for a period exceeding 90 calendar days are subject to a medical examination, state fingerprinting and photographing.

• Medical examination for the presence or absence of:
  • the fact of use of narcotic drugs or psychotropic substances without a doctor's prescription or new potentially dangerous psychoactive substances;
  • infectious diseases that pose a danger to others, stated in the list approved by the federal executive body authorized by the Government of the Russian Federation;
  • diseases caused by the human immunodeficiency virus (HIV infection).

Deadlines for medical examination:

• initial medical examination upon arrival to Russia must be held within 30 calendar days from the date of entry into Russia;
• repeat medical examination within 30 calendar days of one year after the date of the previous medical examination. Medical examination must be held annually.

• Obligatory state fingerprinting and photographing must be held once.

This obligation does not apply to citizens of the Republic of Belarus and foreign students who have a temporary residence permit or a residence permit in the Russian Federation.

• Medical examination is provided by an authorized medical organization approved by the Decree of the Government of the Samara Region – Regional Center for Assistance to Migrants.

  Bring with you: originals and copies of passport, notarized translation of the passport into Russian, registration and migration card, phone number, money in cash or on a bank card.

  Medical certificates are issued at the Regional Center for Assistance to Migrants a week after the medical examination.
• Fingerprint registration and photographing are passed at the Migration Department of the Ministry of Internal Affairs of Russia for Samara Region.

  Bring with you: originals and copies of passport, notarized translation of the passport into Russian, registration, migration card, medical certificates (3 pcs), photo (3x4) – 1 pcs.

Important! For refusal and (or) evasion of passing the medical examination as of September 1, 2026, administrative liability is introduced under the new article 18.11.1 of the Code on Administrative Offenses of the Russian Federation – a fine of 25,000 to 50,000 rubles with administrative expulsion from the Russian Federation or without one.
