The Director of the Inclusive Education Center, Ph.D. (Pedagogical Sciences) Andrey Rylov, and tutor Natalya Klementyeva participated in the high-level International Scientific and Practical Conference "Current Issues in Inclusive Education Worldwide: Context, Policy, and Practice" under the auspices of UNESCO. The conference was held from December 10 to 13, 2025, at the Peoples' Friendship University of Russia (Moscow).
The event brought together over 1,200 representatives from 77 countries, including ministers of education, secretaries-general of national UNESCO commissions, representatives of UNESCO chairs, and other participants. The conference aimed to consolidate the efforts of the global community in developing inclusive education, disseminating theoretical knowledge and practical experience in this field, and discussing key directions and pressing issues of cooperation in supporting learners belonging to particularly vulnerable groups.
Opening the event, Russian Minister of Science and Higher Education Valery Falkov noted that the conference's task is to offer the world a modern, progressive vision of inclusivity, implying a comprehensive approach aimed at ensuring equal opportunities for every person to receive a quality education.
This refers to the aspiration to form a harmonious, socially responsible individual, which is enshrined among the national development goals approved by the President of Russia.
"These principles today guide not only youth policy but also the overall educational policy in the country. A broad ecosystem of opportunities for children and youth has been formed. Its foundation is the creation of equal conditions and ensuring access to quality education for all. The Ministry of Science and Higher Education pays close attention to this issue," clarified the Minister.
During the conference, the Samara University delegation actively participated in eight sessions on inclusive education issues, as well as in the adoption of a Declaration for discussion at the UNESCO General Assembly. Such events provide an opportunity to meet scientific teams from different countries, exchange experience, and establish sustainable cooperation ties.
