For reference:

RAEX rating lists of universities have been published annually since 2012. When preparing a new rating, statistical data and the results of surveys covering over 120,000 respondents, including representatives of the academic and scientific circles, students and graduate students, employers, were used.
The RAEX-100 Rating of Russia’s Best Universities is an integral assessment of the quality of the graduate student’s competencies defined by the quantitative parameters of their research and development activity and the qualitative characteristics reflecting the opinions of key reference groups: employers, representatives of academic and scientific circles, as well as students and graduate students.
The data from university questionnaires, research chops and data from the open sources are used as statistical information. The universities specializing in creative or athletic degrees may not take part in the rating, neither are the universities of the security, defense and law enforcement agencies. The potential participants of the rating should have a share of more than 25% of the intramural student body calculated as an average over five years.
Only head universities are to be assessed, their branches are not considered by the rating authors.
The RAEX rating list of Russian Universities has successfully undergone audit of the IREG Observatory — the biggest association of compilers and consumers of educational ratings.
