By 2030, digital transformation using innovative services and neural networks will affect most industries in the Samara Region

Following the banking community and advanced technology companies, executive authorities began to introduce artificial intelligence, big data, digital twins, neurotechnology and other services. This is expected to become a driver for fundamental changes in various sectors: the economy, public administration, and everyday life.

The Samara Region is in high positions by use of new technologies, having got into the top of the current rating of advanced constituent entities of Russia in terms of Intellectual Maturity Index. The results were summarized, following the results of optimizing the executive authorities’ work by using artificial intelligence (AI). According to analysts, in 2023, introducing AI in industries in Russia increased by 1.5 times compared to the previous period, and this indicator will continue to grow. The data on constituent entities of the Russian Federation were compared in priority sectors of the economy, the system of federal executive authorities, regional executive authorities (REA), as well as local governments.

At the end of 2023, in Moscow, presenting results of the rating, Sergey Plugotarenko, CEO of ANO “Digital Economy”, noted that currently about 1,000 companies and 90 research centres in the country are engaged in AI developments, while each region has its own agenda and position in terms of artificial intelligence. According to the survey, in constituent entities of Russia, in average, only 13% of REA apply AI, though 32% has already planned to introduce AI solutions.

In the Samara Region, the Strategy of digital transformation of economic, social and public administration sectors is being implemented According to the regional Department of Information Technology and Communications, in 2022, the neural network AI platform “Robot Assistant” has already been integrated into the digital infrastructure of the region, trained to recognize questions about the most in-demand public services and respond to them. The AI system works as a chatbot on the regional portal of state and municipal services of the Samara Region. Herewith, the neural network uses the natural speech recognition algorithm for the themes of appeal. It is also integrated into the regional contact-centre system. According to experts, the voice assistant not only handles telephone calls from citizens on public services, but also makes an appointment at the MFC branch within the province, selected by the applicant.

New technologies based on AI solutions are used in medicine, as well. So, for recognizing COVID-19, the functionality of sending images of human lungs for processing by artificial intelligence has been developed. Later, the universal interface for connecting AI algorithms was created: the work processes of radiology departments, processing, storing and transmitting radiological data of patients were undergone to automation.

To monitor public order, the system of biometric identification of persons using video cameras of 2,000 intercoms panels of apartment buildings has been introduced into the Safe City hardware and software complex. There are also 73 video cameras connected to this system at metro stations and at the central bus station. The system’s software makes it possible to process digital streaming video data. Work on developing the intelligent transport system of the province is also being carried out with the use of AI technology. Within the borders of the Samara-Tolyatti agglomeration, traffic lights are being upgraded, including video detectors for transport to be installed.

Universities generate ideas

Artificial intelligence is used in implementing projects by scientists of the universities in the region. For example, at Samara Polytechnic University, AI is used for developing multidisciplinary mathematical models, in order to create digital twins of materials, complex products and technologies; control systems for robotic vehicles with autonomous and remote control modes, adaptive planning and controlling over a group of unmanned aerial vehicles.

At Samara University, AI is used for implementing breakthrough interdisciplinary innovation projects. These include projects on personalized medicine and medical image analysis, predictive diagnostics of technical complexes, facial recognition and identification of atypical behavior, as well as projects related to intelligent data and speech processing.

Samara State Agrarian University is developing the intelligent service “Virtual agronomist”. It is the decision-support system based on objective data from remote monitoring of fields and the cyber-physical multi-agent precision farming platform using digital twins of soil, plants and technological robots. “Artificial intelligence needs to be trained based on real data from the fields. Over time, AI will be able to show high results, and with processing of the increasing amount of data, it will provide accurate forecasts and recommendations. Here, we are assigned the task of filling this data set, conducting research and testing technical solutions”, said Pavel Ishkin, Vice Rector for Digital Transformation at Samara State Agrarian University.

Banks have stocked up on “intelligence”

In the banking sector, the use of AI become one of important competitive advantages. Today, financial institutions pay great attention to innovations, and invest resources in developing information technology, which is appreciated by their users. According to the survey conducted by VTB and the Otkrytie Bank in the autumn of 2023, more than half of Russians support the use of artificial intelligence in the financial services sector. Analysts state that 53% of respondents have positive attitude towards the use of AI (identification by face, voice, fingerprint) in the financial sector (11% are unequivocally positive, 42% are rather positive). 19% believe that artificial intelligence is useful to apply in all areas of business, if possible. The surveyed residents of the Volga Federal District called the most popular tasks for AI in the financial sector: ATM maintenance (19%), using the technologies in applications for financial products (17%), in document management (10%), as well as in investment consultations (10%). The least popular are when selling financial products (7%) and when solving customer problems (8%): in these matters, there is still the need for communicating with a person.

With resources and expertise, we team up with universities and research centres in developing and researching the most in-demand technologies and products, including those in the field of AI. Our efforts are aimed at creating convenient high-tech products, services and technologies that help the economy develop and make people’s lives more comfortable.

Currently, in various sectors of the economy and public relations, there is accelerated implementation of technological solutions developed on the AI basis. This will allow forming industry communities of customers and developers, and artificial intelligence itself will enter the stage of an independent market. In the Samara Region, AI technologies have already been introduced in various industries, and the scientific community actively work in this area. So, on the base of Samara University, there is the Institute of Artificial Intelligence, developments of which are used not only in outer space, but also on the Earth. Medical University also demonstrates advanced solutions in the field of AI development. I am sure that in the near future, we will have something to offer the market.

For government agencies, AI is also a necessary tool for organizing interaction with citizens more efficiently and quickly, identifying the most important and problematic areas of the interaction. Development and active implementation of AI technologies in all areas of the economic and social sectors will allow the Samara Region not only to be among the leading regions by the AI development index, but also to keep its leading position.
