On November 7, 2024, Samara University hosted a meeting of foreign students with the representatives of Ministry of Labor, Employment and Migration Policy of the Samara Region and the Department of Citizenship Issues of Ministry of Internal Affairs of Russia of the Samara Region.
At the meeting foreign students obtained detailed information on the order of implementation of the state program “Providing assistance to voluntary relocation of the compatriots living abroad to the Samara Region”.
Compatriots being senior students (starting from the 3rd year) of educational organizations of higher education located on the territory of the Samara Region may be the participants of this program. The state program is relevant for students – citizens of Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, Turkmenistan, Uzbekistan and Ukraine.
Participation in the program gives the possibility to obtain citizenship of the Russian Federation in the shortest possible time. In addition, this program provides the compatriots with comprehensive informational and financial support, including for arrangement, housing provision, medical examination, career transition.
Foreign students of Samara University got acquainted with the application procedure and list of documents necessary for participation in the state program.
The issues of obtaining a temporary residence permit with the aim of obtaining education (TRPE), its advantages and limitations, of possible paths of obtaining citizenship of the Russian Federation by foreign students and graduates of higher educational establishments, of the procedures for employment of foreign students were discussed at the meeting.

Compatriots are recognized as persons and their descendants living outside the territory of the Russian Federation and, as a rule, belonging to the peoples historically living on the territory of the Russian Federation, as well as persons who have made a free choice in favor of spiritual, cultural and legal ties with the Russian Federation, whose relatives in the direct ascending line earlier lived on the territory of the Russian Federation, including:
- persons that had citizenship of the USSR living in the states that formed a part of the USSR and that obtained citizenship of these states or became stateless persons;
- natives (immigrants) of the Russian State, the Russian Republic, the RSFSR, the USSR and the Russian Federation that had the appropriate citizenship and became citizens of foreign state or stateless persons.
The state program “Provision of assistance to voluntary relocation of the compatriots living abroad to the Samara Region” for 2014–2030 was confirmed by the resolution of the Government of the Samara Region dated 04.02.2014 No. 48.
For the whole period of implementation of the program in the Samara Region the Ministry of Labor, Employment and Migration Policy of the Samara Region approved relocation of more than 45 thousand compatriots to the Samara region, including 57 candidates of science and 1,035 students of higher educational establishments.
