Participants of the meeting spoke in favor of the option when the residential sector is separated from the academic buildings

On Tuesday, October 3, 2023, at the meeting held by the Acting First Vice-Governor — Chairman of the Government of the Samara Region Viktor Kudryashov, architectural concepts of the international interuniversity campus were presented for the first time. The large scientific and educational center is planned to be built in Samara near the Solidarity Samara Arena stadium, in framework of the National Project “Science and Universities” initiated by the President of Russia.

The project discussion was participated by Acting Deputy Prime Ministers Natalia Katina and Aleksander Fetisov, acting regional Ministers of Economic Development, Education, Construction, Transport and Motor Roads, rectors of the universities taking part in the project: Samara University, Samara State Medical University, Volga State University of Telecommunications and Informatics, representatives of project organizations, the Administration of Samara, General Director of the management organization — LLC “ProCampus No. 1” Alisa Denisova.

“Constructing the international intercollegiate IT campus is currently the most difficult and important project for the Samara Region. We pin great hopes on its implementation. We hope that in our region, a new powerful scientific and educational center will appear, where new ideas in the field of IT and engineering will be born at the junction of various scientific areas, which will then be embodied in the mass production of new products and technologies in demand. We plan that a decent quality of life will be provided here for students, a new comfortable and attractive neighborhood with a large number of social facilities will appear. We have the basis for this,” said Viktor Kudryashov, opening the meeting.

The acting chairman of the regional government also said that the region faces the task of entering the stage of constructing the campus already in the new construction season, therefore the preparatory work and design processes need to accelerated.

Let us recall that land plots near the Solidarity Samara Arena stadium with the area of 17 ha have been selected for the project implementation. There will be residential buildings to accommodate about 5 thousand students, about 130 apartments for teaching staff, an educational block. The project provides for the option of expanding the area of the residential sector to 8 thousand places. Given the practice of designing similar facilities, it is possible to train here more than 3 thousand students in one shift. On behalf of the Governor of the Samara Region Dmitry Azarov, the project of creating the future scientific and educational center was widely discussed with public figures, students, representatives of the scientific community. The set of proposals obtained during the hearings became the basis for the technical assignment to the designers.

The report on the vision of this territory development was made by representatives of the St. Petersburg Architectural Agency “Studio 44,” which designed interuniversity campuses in St. Petersburg and Nizhny Novgorod, renovation projects of the historical center of the northern capital, the Sirius Educational Center, and a number of educational institutions. The architects proposed two concepts for placement of the campus facilities. Herewith, both plans assume presence of educational and laboratory buildings, a technopark, an exhibition center, residential areas for students, household facilities and public spaces.

According to the first concept “Megastructure,” the campus can be compactly placed on the area of 6.7 ha, with its residential and educational sectors to be in close proximity to each other. Besides, the designers do not exclude the variant of placing classrooms and living rooms in the same building, placing them on different floors. The technopark is planned to be built a short distance to the east of the main campus building complex, on the area of 5.8 ha. The remaining area will be turned into a landscaped park.
In the second variant, “Academic building and residential towers,” it is proposed to place a complex of residential buildings for students and service facilities to the side, separating with the road from the educational and laboratory block. In both cases, the total area of premises intended for educational purposes will be over 30,000 m2, and for housing — over 102,000 m2. In the future, microdistricts with classic residential buildings will be built to the north of the campus.

Both projects are based on the principles of the barrier-free educational environment, continuity of public spaces, and conservation of nature objects. For example, the architects propose to preserve the small round grove, which grows in the center of the site, by placing it in the center of the ring-shaped building of the exhibition complex.

Having considered both concepts, the meeting participants spoke in favor of the second option, according to which the residential sector is separated from the academic buildings. The regional government supposes this will help students recover and fully prepare for new classes.

Viktor Kudryashov called on architects to provide in the project social facilities that can become points of attraction not only for students, but also for citizens and tourists: for example, a swimming pool, lounge areas, possibly an MFC, and also pay special attention to art objects inside the campus, which should carry a semantic load.

“This territory will compete with the historical center of the city, we must understand that students will have a choice – to rent an apartment in the city center or prefer housing in the campus. Therefore, it is necessary to provide for social and leisure infrastructure, students should have comfortable and interesting environment here,” noted the acting Head of the Cabinet of Ministers.

The meeting also discussed issues of increasing transport accessibility of the new facility and the management system necessary for implementing the large-scale project. The acting Chairman of the regional government instructed to submit the candidacies of the director and deputies of the project management organization within two weeks.
