Mikhail Degtyarev graduated with honors from Samara International Lyceum of Aerospace Engineering in 1998, and then from the Faculty of Aircraft Engines at Samara State Aerospace University (SSAU), having received the specialty of mechanical engineer. In 2005, he graduated from the same University’s Faculty of Economics and Management, having received the specialty "Management".
Mikhail Degtyarev is the author of 30 scientific articles on technology and economics, and holds four patents for inventions.
As Mikhail Degtyarev himself admitted to the media, the best 12 years of his life were spent in Lukachev Street (both the Lyceum of Aerospace Engineering and the University are located here). The education he received was also appreciated by the Chairman of the Government of Russia Mikhail Mishustin. During his working trip to Yu.A. Gagarin Aircraft-Building Factory (KnAAZ), which is a branch of PJSC "Sukhoi Company", the Prime Minister, accompanied by then Acting Governor of the Khabarovsk Krai Mikhail Degtyarev, inspected the workshops of the enterprise, as well as communicated with students from various technical universities of the country. Talking to students, Mikhail Mishustin drew their attention to the need for receiving quality education, stressing that Mikhail Degtyarev graduated with honors from Samara University. "Look at the governor [of the Khabarovsk Krai Mikhail Degtyarev]. He graduated from Samara [State Aerospace] University, with honors. Moreover, which bears the name of Korolev! [...] It is great to receive basic technical education", – noted Mikhail Mishustin while conversing with the young people.
Mikhail Degtyarev also goes in for sports professionally, he is a Master of Sports in fencing and a member of the Board of the Russian Hockey Federation.

Mikhail Degtyarev was born on July 10, 1981, in the city of Kuibyshev (now Samara).
In September 2003, Mikhail Degtyarev became a member of the youth parliament under the Samara Province Duma, and then was elected deputy chairman of the parliament. The very next year, 2004, he was elected a deputy of the Samara City Duma. Since December 2005, he has worked as an assistant to Vladimir Zhirinovsky, the deputy of the State Duma of the Russian Federation, for work in the Samara Region. In April 2006, he became the coordinator of the LDPR Samara Regional Branch.
In 2007, Mikhail Degtyarev was elected deputy of the Samara Province Duma. And from 2011 to 2020, he worked as a deputy of the State Duma of the Russian Federation, where he was deputy chairman of the Committee on Science and Knowledge-Intensive Technologies, and then headed the Committee on Physical Culture, Sports, Tourism and Youth Affairs.
Mikhail Degtyarev took part in the Moscow mayoral elections in 2013 and in 2018.
In 2020, the President of Russia appointed Mikhail Degtyarev as interim head of the Khabarovsk Krai. Following the results of the elections held in 2021, Mikhail Degtyarev was elected governor of the Khabarovsk Krai.
Mikhail Degtyarev is a member of the Presidential Council for Development of Physical Culture and Sports, in which he heads the working group on improving legislation in the field of physical culture and sports.
